What is the Minimum Energy Efficiency Standard for Rental Homes?

All residential rental properties in the ACT are required to meet a minimum energy efficiency standard for ceiling insulation. Rental properties are required to have existing ceiling insulation rated to a minimum R-value of R2. Where insulation is insufficient, it must be upgraded to at least R5 which is the current recommended level of insulation for new homes in our climate zone.

The new standard commenced on 1 April 2023 with a phase-in period to 30 November 2026.

New lease agreements and rental advertisements require compliance with the minimum standard. Tenants have the right to request evidence of compliance from their landlord.

How do I know if my Rental Property Complies?

If you do not have documentary evidence of current insulation level, Cech Energy Consulting can provide a ceiling insulation report.

An accredited building assessor will visually inspect the ceiling insulation, assess the R-value based on type and depth of insulation, condition and coverage.

  • If the insulation is deemed adequate, a ceiling insulation report will be provided verifying compliance with the government regulation.

  • Under certain circumstances, if there is insufficient insulation, exemptions can be applied.
